Summary of Project’s Components and Objectives
The South Tarawa Sanitation Project’s (STSP) Project Development Objective is to increase access to sanitation services in selected areas of South Tarawa and to improve the Public Utility Board’s (PUB) efficiency in sanitation service delivery.
The World Bank, through the International Development Assistance, is financing and supporting the South Tarawa Sanitation Project (STSP) under the Government of Kiribati. The STSP is closely aligned with the concurrent South Tarawa Water Supply Project (STWSP), also supported by the WB. This integrated approach to Water Supply and Sanitation is critical for Kiribati to respond to climate change-related challenges, resilience building, and deteriorating groundwater resources. The approach addresses the need to coordinate project activities in the water sector. The STSP builds on earlier work carried out for the 2021 Sanitation Roadmap Addendum, which identified the priority investments for sanitation.
STSP Components include:
Component 1 - Increase access to sanitation services through increasing connections to the existing sewerage system, retrofitting the saltwater flushing system, toilet provision to poor households currently practicing open defecation, and construction of on-site sanitation systems, decentralized sanitation systems, and communal toilets.
Component 2 - Sector capacity building and performance improvement to strengthen the capacity of PUB and the Ministry of Infrastructure and Sustainable Energy (MISE) to:
- manage sanitation services through a private sector partnership arrangement for the operation and maintenance of the sewerage assets.
- establish a regular groundwater and coastal water quality monitoring system; and
- build and maintain a register of on-site sanitation installations.
Component 3 – Community engagement and support
- Community engagement activities required to promote community awareness raising on WASH, involvement, ownership, and behaviour change to adopt new practices to enhance sanitation outcomes, including regular community perception and feedback, will be supported under this component.
Component 4 - Project management and institutional strengthening
- This component will support the operating costs of the Project Management Unit (PMU) and Project Implementation Assistant Consultant (PIAC) to work closely with the PMU to build capacity. The roles of the PMU AND PIAC will include project management tasks to ensure smooth implementation, review on-site sanitation design standards and building codes, project audits, and others.
