The Government of Kiribati, through the Ministry of Infrastructure and Sustainable Energy, attended the “Transitioning to Solar Energy in the Pacific Islands” Conference. It was held from 24–25 March 2026 at the Grand Pacific Hotel in Suva, Fiji.

The Ministry was represented by Mr. Thomas Tebateki Taoaba, Acting Director of the Energy Planning Division. He attended on behalf of the Ministry and also represented the Kiribati Sustainable Energy Association (KSEA) after being invited by PCREEE.

This was the first regional conference of its kind. It was organised by SEIAPI and supported by many groups, including private companies, investors, regional organisations, and partners from across the Pacific, New Zealand, and Australia.

The conference brought together government officials, businesses, investors, and partners to share ideas and practical ways to increase the use of solar energy in the Pacific.

Main topics discussed included:

  • Policies and rules for developing solar energy, such as licensing, pricing, and standards 
  • Challenges faced by solar companies, including funding, logistics, and working in remote islands 
  • Encouraging more women to join the solar energy sector through skills and leadership opportunities 
  • Strengthening cooperation and partnerships across the region 

The conference also showed strong involvement from private companies, highlighting new ideas and successful solar projects in the Pacific.

Attending this conference shows Kiribati’s commitment to renewable energy and working together with regional partners.

The Ministry plans to use what was learned to support a cleaner, stronger, and more sustainable energy future for Kiribati.

The Ministry also recognised the participation of the Public Utility Board (PUB), represented by Mr. Tenikoria Katauea, Renewable Energy Manager

Minister Officially Signs Renewable Energy (RE) Regulation

The Minister of the Ministry of Infrastructure and Sustainable Energy (MISE), Hon. Tekeeua Tarati, officially signed the Renewable Energy (RE) Regulation on Tuesday, 17 March 2026, marking an important milestone in strengthening the governance of the energy sector in Kiribati

The signing of this regulation is also one of the key achievements under the Government’s 100-Day Priority Program, demonstrating MISE’s commitment to improving policies and regulations that support sustainable energy development in the country.

This achievement reflects the continued efforts of MISE, through its Energy Planning Department, to strengthen the regulatory framework for renewable energy projects. The regulation will ensure that renewable energy systems are developed, installed, and operated in a safe, reliable, and well-regulated manner.

The Renewable Energy Regulation provides clear guidance for the development and management of renewable energy systems, particularly solar energy projects, which continue to expand across Kiribati.

Key provisions included in the Renewable Energy Regulation focus on compliance and registration requirements to ensure proper management and oversight of renewable energy activities. These include:

  • Mandatory registration and permitting/licensing for all renewable energy projects before development and operation
  • Registration and licensing requirements for solar contractors and installers to ensure qualified service providers
  • Compliance obligations for renewable energy systems to meet approved technical and safety standards
  • Regular inspection and monitoring of renewable energy installations to verify compliance with established safety and quality requirements

Through these compliance and registration measures, the regulation aims to strengthen regulatory oversight, improve technical standards, and support the sustainable development of renewable energy in Kiribati.

MISE acknowledges the support and collaboration of stakeholders and development partners who contributed to the development of this regulation, including POIDIER, SEIAPI, and STREP through its Technical Advisor.

The Ministry looks forward to working closely with all stakeholders to ensure effective implementation for the benefit of the people of Kiribati

 

MISE Team Attends Climate Transparency Workshop in Fiji

The MISE team participated in a five-day workshop from 16 to 20 February 2026 in Nadi, Fiji. The workshop facilitated collaboration among Pacific Island countries to implement the Enhanced Transparency Framework (ETF) under the Paris Agreement.

Participants learned how to track greenhouse gas (GHG) emissions, report climate actions, and monitor progress on their Nationally Determined Contributions (NDCs). This helps ensure that projects are measured properly and enables countries to access climate funding from donors.

The MISE team now has a better understanding of how to collect climate data, report it clearly, and utilize it to inform more effective climate policies.

Training on Environmental and Social Safeguards Held in Kiritimati.

A training workshop on Environmental and Social (E&S) Safeguards, organized by KSFU, supported by the World Bank, was recently held in Kiritimati. The workshop brought together officers from government ministries and project teams working on projects funded by the World Bank and the Asian Development Bank.

The training covered important topics such as Environmental and Social Screening before projects begin, the Grievance Redress Mechanism (GRM) for handling community complaints, monitoring during construction, and procedures for managing Sexual Exploitation and Abuse (SEA) incidents.

The workshop helped participants understand the importance of considering environmental and social impacts when planning infrastructure projects, especially in environmentally sensitive areas like Kiritimati.

Directors and PMS Retreat

The Ministry of Infrastructure and Sustainable Energy (MISE) successfully conducted a Directors and Project Managers (PMs) Capacity Building and Team Building Retreat from 13–15 March 2026 at Midland Tabuki Resort, in North Tarawa. 

The retreat brought together MISE Administration, Directors, Project Managers, and key officials as part of the Ministry’s ongoing effort to strengthen leadership and management capacity within the organization. The main objective was to align MISE projects to streamline communication, promote continuous improvement, and increase efficiency in delivering the Ministry’s projects and services.

The retreat opened with guidance and direction from the Secretary of MISE, highlighting the importance of strong leadership, clear communication, and accountability in implementing infrastructure and energy initiatives.

Over the three days, participants engaged in open and active discussions on key areas including strategic thinking and leadership, decision-making protocols, project and contract management, communication and stakeholder engagement, and team building and collaboration. The sessions provided an opportunity for participants to share experiences, reflect on lessons learned from MISE projects, and explore practical ways to strengthen coordination. 

The retreat concluded successfully with a shared commitment to strengthening leadership, improving collaboration, and enhancing communication across the Ministry, supporting more effective and efficient delivery of infrastructure and energy services for Kiribati.

Handover of Household Solar Kits Supports Energy Access in Kiribati

The Government of Kiribati, through the Ministry of Infrastructure and Sustainable Energy, has received a donation of household solar kits supported by the Chinese Embassy in Kiribati and partners from Guangdong Province, China.

Speaking at the ceremony, Hon Tekeeua Tarati, Minister for Infrastructure and Sustainable Energy, expressed sincere appreciation to the Chinese Embassy and the people of Guangdong Province for their generous support and cooperation in making this initiative possible.

The solar kits will benefit families across Kiribati, particularly in remote and outer island communities where access to reliable electricity is limited. The systems will provide improved lighting for homes, support children’s learning, and assist with daily household activities.

This initiative contributes to Kiribati’s efforts to expand access to clean and renewable energy while improving the quality of life for communities across the islands.

The ceremony concluded with a small feast.

The Honourable Minister for Infrastructure and Sustainable Energy (HMISE) travelled to Banaba from 19–23 January on board ADV Reliant. The visit was at the invitation of the Australian High Commissioner to Kiribati and was to help deliver important aid to one of Kiribati’s most remote communities.

The trip delivered 400,000 litres of water and important supplies to Banaba. These came from the Kiribati Humanitarian Warehouse, with extra medical supplies from ADV Reliant. The items included water containers, school supplies, relief items, and medical supplies.

The Minister gave the supplies directly to the schools and the people of Banaba. This help was very important because Banaba is far away and has limited water. The water delivery helped the community and reduced pressure on the island’s desalination plant for a short time.

The Government of Kiribati says thank you to all partners and donors who helped make this trip possible, especially the Australian High Commission in Tarawa. Their support has greatly helped and improved the lives of the people of Banaba.

A two-day training aimed at strengthening understanding and compliance with Kiribati’s updated National Building Code was jointly conducted by the Ministry of Infrastructure and Sustainable Energy (MISE) and the Kiribati Institute of Technology (KIT) on 28–29 January 2026.

Held from 10.00 am to 1.00 pm at the Plumbing Training Centre of KIT, the training was supported by the World Bank–funded South Tarawa Sanitation Project (STSP) and the SPC-supported Water Scarcity Project. Its primary objective was to improve awareness and practical application of the “Sanitary Disposal” requirements for both residential and commercial buildings under the recently approved 2025 revision of the National Building Code (NBC) of Kiribati.

 

More than 20 participants attended the sessions, representing KIT, MISE, STSP, the Public Utilities Board (PUB), and the Ministry of Environment, Lands, and Agricultural Development (MELAD). The training was delivered by Mark Ellery from SPC. This diverse participation reflected a coordinated, cross-sectoral approach to strengthening sanitation standards and improving public health outcomes in Kiribati.

 

The training focused on explaining the principles behind various sanitation technologies, enabling practitioners to better understand the rationale for the clauses included in the revised building code. Particular attention was given to DF7: Sanitary Disposal clauses for residential premises, as well as updates to the DF6/NF6: Sanitary Plumbing and Drainage clauses applicable to both residential and commercial buildings.

 

The program was delivered through four main sessions covering the principles of plumbing and sewage treatment plants, septic tanks, pit toilets, and faecal exposure risks. By grounding regulatory requirements in practical and scientific principles, the training aimed to equip practitioners with the knowledge needed to ensure safer sanitation systems and improved compliance with national standards.

The initiative marks an important step toward the effective implementation of the National Building Code (2025) and the strengthening of sanitation practices across Kiribati.

The Ministry of Infrastructure and Sustainable Energy (MISE) is pleased to share that our team completed a community consultation visit to Abemama Island from 19–22 January 2026, as part of the Ministry’s preparations for the Abemama Road Upgrading Project.

This visit was carried out in partnership with the Ministry of Environment, Lands, and Agricultural Development (MELAD) to support the environmental license approval process for the project.

Consultations were conducted with communities in the following villages:

  • Kabangaki
  • Manoku
  • Tebanga Maiaki & Tebanga Meang
  • Bangotan Te Kabwaia
  • Kariatebike
  • Reina
  • Baretoa
  • Kareken te Kabwaia
  • Tekatirirake
  • Tanimainiku
  • Tabiang Maiaki & Tabiang Meang

These consultations gave community members the opportunity to:

  • learn more about the road upgrading plans
  • ask questions and share concerns
  • understand how the project will be implemented safely and responsibly

MISE is grateful for the warm support and active participation of the people of Abemama. The feedback shared shows strong community interest and support for improved and safer road transport on the island.

One of the major responsibilities of the Ministry of Infrastructure and Sustainable Energy is to oversee the electricity sector to ensure safety, reliability, and the prevention of operational challenges.

This week, a senior staff member from the Energy Department inspected Eita, and it was confirmed that the meter box installed by the contractor was registered under the Ministry’s regulations and had the required work permits.

The inspection officer noted several minor issues with the wiring in the meter box installation. The meter box, which serves as the main connection point between the household and the PUB-supplied public electricity supply, must be renewed.

Therefore, the household is not permitted to use electricity until all the requirements and issues identified by the inspection officer have been addressed.

The EPD inspector inspects many households, but some are not allowed to use electricity until the inspector’s concerns have been resolved.

This demonstrates the important role of the Ministry in preventing problems before households are connected to electricity, ensuring safety for the community.
